Just got the game and i'm running it on my Alienware M15x laptop. It's getting about 30-40 fps during movies, the pause menu and loading screens but the main menu, in-game cutscenes and actual gameplay are around 5-12 fps. I've tried turning triple buffering and V-sync both on and off and got nothing. I also forced AA off and still didn't get much improvement. Dragon Age 2, Crysis, Fable 3 etc. all run great on it, as did Mass Effect 1. Any suggesstions on how to speed ME2 up a bit?

Saying "this game runs fine" is an uncompelling argument different games have different engines and different graphical demands so you can't really compare games performence and say another game should be performing the same.
What resolution and graphics settings are you playing with? Is everything switched on? AA will be off unless you force it. What AF setting are you using?
You have to be realistic with laptops and tweak your settings and resolution to play more demanding games. With some playing around you should find the sweet spot between performence and eye candy.
Edit: Which Nvidia drivers are you using? Some of them are no good for ME2

As a note of a person using a 250 nvidea card, if you get a driver that isn't good with ME2 it will run about 3 fps, and for some reason the card will not shift up to full potential. I am currently on the last beta driver for xp machine BECAUSE of this issue. So it is probably a driver issue that means you get to play around and find out which one works for you.

I realize just because other games run well doesn't mean this one should, my point was that this wasn't a typical happening. Every other game I've been able to play at maximum settings and this one can't handle the lowest settings Just wanted to point out it seemed strange. Though it is a laptop, it was designed with gaming in mind. However, I do realize it's a year and half old now.
As for settings AF and all the extras are turned off, it's at 1920x1080 and I'm running Nvidia driver 258.96.

Try a newer driver than that and see if you get any joy with it. One of them should work.
