I realized that if you start with a fem shep you get kaiden, and if you start with a male you get ashley. Is there a chance i can get liara without importing mass effect 1?

So my problem is i want to start a new me2 game because i want to play as a biotic, but everytime i start one kaiden is alive. I'm wondering if its random when i start a new game who first coming running to you on the normandy in the beginning. Because when i imported my me1 character liara came, and another time ashley came. But i've restarted 2 times now and i keep getting kaiden. Is it random? Or am i doomed to have kaiden, i would rather ashley be alive but liara comes to me on the ship when you first start the game.

Only way you get Liara by default in the start sequence, is by using the Genesis DLC, or using Gibbeds save game editor, and doing NG+.
