Liara has a ruthless streak in ME2 and LotSB but that hardly makes her a psychopath. The people she's being ruthless with are the dregs of Illium, and lackeys of the Shadow Broker. As an information broker she's also got to project an image of a fearsome character, whether that reputation is real or imagined, or she's going to be a doormat for the scum, villainy, and actual psychopaths she crosses paths with.
Threatening someone, even if it is with violence, does not necessarily make you a psychopath. How many people does Shepard threaten in game?
One of the defining traits of a psychopath also is the inability to feel empathy towards other people. We know Liara doesn't have this problem, as she even feels sorry the suffering Saren endures from being indoctrinated..
Clearly you have no idea what a psycopath is, and Shepard does threaten people in game.

In ME2, I found Liara had apparently grown a character outside of monotone interest, a character that I liked a lot. I found Tali to be less childish, a bit more endearing, but thinking of romancing her makes me think of boning a robot because of her appearance. Not to dump on people who like Tali, I just can't get past the gas mask.
I don't like either as much as Ashley or Miranda, though. But I like them both more than Jack as a love interest.

In ME1: Tali seemed like some teen age nomad. Just figuring out everything in the galaxy. I liked her because she would talk to you about her people with out the subtle romance interest. Ash and Liara always seemed to be trying to slip in that wink to Shepard.
I thought Liara for the longest time was just interested in Shep because of the prothian thing and wanted to study him. I didn't get much out of romancing her. 100 some odd old blue alien virgin who's mother went bonkers... I'd rather pass. The conflict if you try to romance Ash and Liara though was good I thought.
In ME2:
Tali has had a few years to grow. Takes charge of a few missions. Watches her people die. It's like watching a teenager a few years after they voted for the first time and realize what the hell the world is like. She's more open to the galaxy as a whole, while still being loyal to her people.
Her little crush on Shep plays in really well. Especially when she does the "I've watched you for so long" speech. It's really a coming to full bloom sort of relationship.
First play through finding out Liara is working for the shadow broker, I was really unsure of her character. When LotSB came out and I figured out what all happened it made more seance. I felt like Liara and Shep had just grown apart, relationship wise. Liara kinda lost her archeologist feel and became more like a James Bond character. The catch up after LotSB was nice though and helps bring their relationship from ME1 back around.
All in all, both characters are good, but if it came down to it I would chose Tali. There are a lot of other Asari out there who could replace Liara for me. There are only a few Quarians we get to talk to (and not have to side mission help).

Liara, a psychpath? No way. She may threaten people, but that is the way things are done on Illium, right? She doesn't do things because she finds it funny, she does it because it serves her in some rational way.
But yes Liara is definitely not a psychopath.
More of a sufferer of bi-polar disorder and/or of psychosis.
