At this time only 12game.nl and gamemania.nl have the regular edition of ME3 available for preorder, not the CE though. Other popular e-tailing websites namely neckerman.nl or bol.com don't have either edition up for pre order yet. It seems common for bol.com to be a little slow in this case though.
I'm also waiting for bol.com to start offering ME3 CE for pre order but I'm in no hurry since ME3 isn't even in production yet, I'm sure the ME3 CE will l be for sale in the Netherlands sooner or later.

Nedgame.nl als has the normal edition as pre-order and wrote me 'Beste klant, de release is nog ver weg en er is helaas nog geen info over aantallen die wij kunnen krijgen.' Translation: we don't even know if we will be able to get our hands on the collector's edition.
I think I'll go for Game.co.uk just to be sure and cancel when a more local option comes available.

That's pretty much an automated response, I wouldn't take it too seriously. To be safe I'll be ordering the ME3 CE from bol.com when it becomes available. It worked beautifully with the DA2 signature edition and I'm sure it will as well for ME3.
You could order from game.co.uk though you'll have to take into account the extra delivery time. You probably won't be able to play on the release date where dutch internet stores have a high chance of getting you the game a day before the official Europe release date. Just saying..

I don't remember very clearly but I think it was about a month after the signature edition was announced. Granted it was announced much closer to the release than ME3 CE. Since some dutch e-tailers already have the normal edition available for pre order though, I don't think it'll be much longer. *Fingers crossed*
