"Press Any Key" Screen Lag

System: Windows Vista 64-bit
Intel Core 2 Duo 2.66 GHz
4GB ram
ATI Radeon 3400 Series - most up to date driver
User Account Control - disabled
Aero - disabled
Mass Effect patch version: 1.02

This rig runs Dragon Age: Origins and Dragon Age 2 beautifully at settings varied between medium and high. Runs World of Warcraft on high during peak hours.

The Issue: 

I downloaded Mass Effect from EA/Origin today. I can barely get past the "Press Any Key" screen.

It will play through the little intro animations for Bioware and EA, then bring up the "Press Any Key" screen (without the globe behind it.) When I press a key, it goes into lockdown mode, with the globe moving across the screen at what has to be 0.00001 FPS. When I let this run it's course (anywhere from 5 to 20 minutes), it will eventually get to the menu screen, which is just as laggy and frozen. I can't click on anything.

This issue happens when I run the game in full screen mode or as the active window in windowed mode. If I have it in windowed mode, with the ME window running next to another window set to be active, everything runs beautifully. But the minute I click intoME to "press any key" and move to the menu, it freezes and lags.This indicates to me that it is likely not a video card issue, but I could be wrong.

I tried:
Running it in Windows 2000 and XP SP2 Compatibility Mode
Run as Administrator
Disable desktop composition
Turning down video settings in the config window
Add firewall exception.

Clearly, I'm missing something or this game just isn't working for me. I hear that these problems don't necessarily happen with ME2, but I don't want to start halfway into a story and have wasted $20.

DA:O, DA2 and WoW are not indicators that your laptop will be able to run ME. All 3 games use completely different rendering engines to ME, and are about as useful as a comparison as saying your computer can display Facebook.
Also, saying "most up to date driver" doesnt help, as we have no idea how up to date you actually are. Give a Catalyst revision number. Bear in mind that a general rule of thumb is is thaht newer drivers dont work as well with older games such as ME1. Also worth bearing in mind is the warning on the systerm requirements stating "Mobile version of chipsets may work, but are not supported."
You have not given any details of your audio device either. Given that audio will only kick in when ME is the active window, the combined demand of audio and video could be causing the stuttering.

FYI, all of the HD 34n0 cards, desktop, laptop, NetTop, everything, all of them, are too slow for ME2. You can't even open the weapons locker in the first scene. You will have all kinds of problems from that weak as a kitten graphics device in ME-1.

I actually managed to figure this out on my own yesterday, but I really appreciate the responses.

But just for clarification, I am not playing on a laptop. Who does that? I have had this desktop rig setup exclusively for gaming since I got a MacBook for grad school last August. When I said most updated driver, I mean literally that I updated it this week.

Regardless, the problem was something in my anti virus. I finally went to my last resort fix option and played around with msconfig processes trying one item at a time until I found the culprit.

And thanks for that info Gorath. It's long past time for me to upgrade the video card. I've just been putting it off.

Actually, in spite of poor game support for them, there is too much social pressure for those under about 40 years old to resist trading off perfectly decent desktop PCs in favor of terrible laptops with useless graphics in them.

I, suprisingly, have been having the same problem as you haha. i was wondering what exactly you did to fix it and what antivirus you are using and such. i really want to play the game and get like solid 60s in fps while it is running in the background but mayb 1 fps or much less when i have it "opened" and active. like i said... i would love to play the game but do not know what to do in msconfig to fix it/dont know what im doing overall, just trying to find someone who does and can help me
