I can't seem to get enough groups of Undercuts to spawn in the docks at night. I have tried entering and leaving the area a dozen times, and walking around everywhere with no success. I notice that there is a group of thugs standing around the western district. They may be blocking a spawn.

This is my last quest before finishing Act 2. Any ideas?

There are a couple of bugs associated with that quest that you can get past by moving into specific areas of the map. There are some details on the wiki.

Yeah tried that. No luck. They seem to be hiding good!

the 'group of thugs' are part of Keran's (the templar you save from Tarohne) act II quest, if you tell Cullen not to let him back in the order. Regardless of the choice you pick in act I, sometimes they will sit there and block the undercut thrifter spawn by the shady merchant/disused passage.

long story short: i dunno what can be done about it, sorry
