So, R.I.P. Virmire Deceased, you are missed in every one of my games. Your death leaves a giant hole in my squad, whether you're my girl Ashley or my boy Kaidan. Thank you for providing much needed emotional weight to the first game, and may your death echo through the game to its very end.
Would it be cool if we got to see a lost hologram recording of the Virmire Deceased? Yes, it would. Would it be cool if they showed up alive and Indoctrinated and in the company of the Reapers? Helz to the no.

Chances to rebuild body are... zero. Chances that geth might took the VV are slim if Shepard saved the person on bomb site (no cutscene for left person in this case) and almost zero if it was AA tower - and in both cases no explanation why the hell geth needed this person alive is given. So we can assume Virmire Victim really was atomized and is Virmire dust for ME3.

I think that would be more believable than to try to make it seem as though that person was able to escape the explosion or making him/her come back to life (or other crappy ideas like cloning, etc).

In fact, 'dead' isn't even the right word. Kaidan Alenko, proud and noble a fighter as he was, wouldn't have just died, he would have destroyed. The explosion would dismantle his entire physical being in an instant, reducing him to vapor or mist that quickly vanishes.
Simply put, whoever was on that bombsite would not longer exist or even occupy any kind of physical space anymore.
