The answer is in the thread's title—they didn't survive. And resurrection is hokey. Yes, even the Lazarus Project. ESPECIALLY the Lazarus Project.

Chances to rebuild body are... zero. Chances that geth might took the VV are slim if Shepard saved the person on bomb site (no cutscene for left person in this case) and almost zero if it was AA tower - and in both cases no explanation why the hell geth needed this person alive is given. So we can assume Virmire Victim really was atomized and is Virmire dust for ME3.

I wouldn't mind seeing some kind of hallucination or 'haunting' on the part of the Reapers, using the image of someone who died by Shepard's choice to taunt him. Hell, there's a part of me that would like seeing the Reapers try to pervert the Virmire Victim's image by making a husk creature the would resemble them, maybe even clone them somehow to serve as the leader of the armies. But those are definitely ideas that work in theory and would take a LOT of work to be done well in practice, particularly in the realm of Shepard's reaction. Best to just leave them as a grim reminder of the things that Shepard is fighting for.

I've always wondered about technology in the ME universe, and whether or not teleportation exists. Because I was thinking that maybe a plot twist they could come up with is that the person left on Virmire to die got teleported at the last second by someone, maybe Cerberus?
I think that would be more believable than to try to make it seem as though that person was able to escape the explosion or making him/her come back to life (or other crappy ideas like cloning, etc).

In fact, 'dead' isn't even the right word. Kaidan Alenko, proud and noble a fighter as he was, wouldn't have just died, he would have destroyed. The explosion would dismantle his entire physical being in an instant, reducing him to vapor or mist that quickly vanishes.
Simply put, whoever was on that bombsite would not longer exist or even occupy any kind of physical space anymore.
