Right after I finished the first game I went through denial and anger telling myself that if they were in the tower they might have been picked up by the geth or they might have had time to find an underground safe area because I didn't see them die like I did with the person who stayed with the bomb. As someone else mentioned people did survive in WWII one was 550 feet from the main explosion in a reinforced concrete building.
But enough time has passed that I don't want to bring them back as someone who is indoctrinated or angry that Shepard never went back to even see there had been any survivors. I'd jut as soon they leave them, as someone else said, in peace.

Well she survived somehow.
It's entirely possible Kaidan/Ashley found shelter in Saren's refrigerator before the nuke went off.

I'd prefer them to stay dead, to say the truth - them surviving will negate one of the most importent choices of ME1.

Thankfully Bioware confirmed long ago (after ME1) that the person left behind on Virmire is permanently dead.
