Okay, so, a while back I purchased Lair of the Shadow Broker. Recently my Hard Drive has been getting clogged up, so I deleted it under the assumption that I could redownload it again later (without paying extra) like I had with other games. For some reason, when I try and access the 'resume' option on the Main Menu, a pop-up appears saying that I'm missing the 'Lair of the Shadow Broker' content. When I went to redownload it, I was prompted to pay 800 MS points.
HALP!

Go to xbox dot com log in and try to queue up the download from the Mass Effect 2 game page.

That would suggest that you hadn't purchased and downloaded it. In that respect it would be up to you to try and determine what had happened when you thought you had purchased it. In that your first post you mentioned the system was asking you to pay would also suggest this to be the case.
Other things to consider: have you changed hardware? Have you changed Gamertags? That is all I can offer with the information at hand.

Well, I checked my brother's profile, and all the DLC is in HIS DL history.
For some reason it isn't registering on my account.

This seems to imply that all the DLC was purchased under his account and thus needs to be redownloaded from his account.
