TIm Russ was the keeper in Dragon Age: Origins. I don't think I heard him anywhere in Mass Effect.
I think the only TNG voice that would fit now would be Jonathan Frakes or Wil Wheaton. Frakes is probably the only one that fits, but Wheaton is so big on gaming and gaming related functions that it would just be fun to see him in a Mass Effect game. The rest of the cast either wouldn't fit in my mind or they'd be too overpowering. Patrick Stewart wouldn't work as anything other than a top rate character like TIM, so he wouldn't work at all.
I definitely second John De Lancie or Michael Ironside though. They're both pure fun, and I could see the former as a minor Reaper.

Frakes' might do it. He's done narration for documentaries, so he's apparently down for voice only work.

I didn't watch a lot of TNG, but staying in the same franchise, it'd be cool to hear Tim Russ (Hey, he did DA:O), Robert Picardo or Ethan Phillips (he would make THE BEST Salarian!).

Bamber could totally be a rival ace pilot to counter Joker, Olmos and Stewart Alliance Captains of Dreadnaughts. Frakes . . . well he can do anything, but I'd prefer him in a villainous role (he was Xanatos after all).

I didn't add Stewart to the list, because I wanted to see the other cast members get their chance to shine. Like Frakes who has a heck of a amazing voice.
