Does anyone know if that "basket of birdseed" next to Shale serves ANY
purpose at all? Everytime I do this quest, I always think that there
must be something more to the basket, than just walking up and clicking
on it, so that it just tells me it is empty.

I think the empty basket is there to indicate that the villagers kept birdseed near the "statue", which would then foreshadow the fact that Shale hates those blasted birds. She was trapped there, for 30 years with those filthy little beasties defecating on her.
