Apparently, this happens on consoles too, but for some reason, skeletons and corpses with small health bars just won't die. Or at least not the second time. Presumably, their first deaths went off without a hitch.
Again, this seems to be limited to "critter-level" corpses and skeletons, and it's only post patch 1.03. It reminds me of that old bug in BG2 where the enemies were soaking up too much damage for their death scripts to kick in.

I've noticed this happening multiple times. It happens most often if you do a lot of damage very quickly (like enough to outright kill a critter) before they completely spawn into the world. It's not just skeletons, it also happens with anything that comes off the ground (Airborne Templar Commandos don't seem to have this problem). I've noticed it with shades and they ooze up out of the ground, skeletons as they jig their way up off the ground, and the little rock troopers in the deep roads while playing put Humpty Dumpty back together.

I just had this happen for the first time myself today, during Merrill's recruitment/amulet delivery quest at Sundermount. Skeletons just continually take damage, even though their health is at 0 or 1, give or take a few hp. Never happened with earlier patches.

Reminds me of the problems in Awakening and also Darkspawn Chronicles.
Oddly in DA2 though I find it tends to happen if you try to kill the enemy when they spawn, probably just a bit before they are properly registered in the game field (like when the corpses are rising through the ground). But on that last slither of health it tends to be safe to target something else as they just pause and die a little later.
