Should Enemy Shields Regenerate?

That would be the most frustrating thing ever, it's bad enough on Casual you get shot to hell if you're not behind cover.

Armour should not regenerate (unless its some special enemy where it can be nicely explained).
Barriers and shields should be slow, and with a sizeable delay between their removal and before they begin to be restored. For instance if you leave a defenceless enemy alone for over 10 seconds (not less than 5 seconds).
The delay and regeneration speed also should depend on the status of the enemy - a simple merc or an asari vanguard.
Essentially it needs to be have a long enough delay and be slow enough to stimulate you as the player not to sit behind cover and wait until you're ready, but to get out and deal with the threat in a reasonable time frame.

On harder settings, many enemies with shields (or biotic barriers) are capable of re-erecting them if you stop shooting them for long enough. I was seeing Blue Suns mercs doing it on Insanity this morning. It's nowhere near as fast as your shield regen, but I think if it was much faster, it would be extremely irritating.

It's funny only Vorcha can regen armor; I've never seen other enemies do it - only shields and barriers.
