The Devs had a vision of Earth and it was always going to be difficult to create. Time and resources was probably part of the reason. But im also guessing that the plan was always to leave Earth till the final game knowing now how the story arc has developed.

no reason for shepard. I liked going to the moon in Me1 in the mako. I felt like an astronaut.

Entire Sol system is under control by the Reapers in ME3. This means we have to take it back, including Earth.
