Spine covered skin, like a porcupine but with shorter rounded spines.

It's not a mandatory thing, but I don't see why Tali shouldn't have some implants, all considered. I guess that they should be limited to the essential, because the weakened quarian phisiology probably won't handle extended or too invasive implants, but still...
Yeah, that is what concerns me too. Given a non-existent immune system, invasive surgery to put mechanical stuff into your body, and, together with rapid technological advances (so implants would need to be replaced/serviced on a regular basis), it seems to be a difficult path to take for an intelligent species.

I don't see why she wouldn't be. Even if the quarians actually have hair (which seems doubtful on its own), why in the hell would any of them keep it? Hair in a helmet is a huge pain. I'm sure they would shave it off for easy maintenance.

True, but I guess you are looking at it from a practical point of view (which is understandable considering the lengths Bioware have gone to make things plausible). But how do you think she 'should' look if that wasn't a consideration?
Another possibility is that Quarian hair (if they had it) may not work in exactly the same way as humans, and removing it would be like removing part of your skin (ouch!)

Actually I do not want to bring that, but in Muslim countries women use turban, to keep their hair hidden for religious belief, like the one around Tali's and other quarian's hood. They use hairgrip like Ash. So, it's very possible to see Tali with long hair.

Looks a little too similiar to the Vorcha to me, though, I have no problem with an inhuman appearance. I do hope there are more mechanical parts involved.

I hate that concept too.
And reason why most fanarts are like that is because lack of imagination from artist.
