He had it at the citadel on the last mission also. But you don't get to see it unless you play renegade and fight him instead of the paragon boring the poor man into shooting himself.

I suspect a model of it will be included in the EA digital download version of ME3.

You know I never thought about the hover board before.....I would say it's unique but I did think it was odd and frustrating with him skating around on it in doors but only for a moment after that I was focused on killing him. I wouldn't want to see a return of it but if we find Saren's notes maybe he can tell us who made it. I think this was unique to him and only he ever had one or used one.
