In Me2, there were a few different ways you could figure out what kind of people were in the mad house known as the Normandy:

1.) Recruitment
How you got them does generally expose something about the character.  Well, not Grunt so much.
2.) Direct on-board conversation
Go and talk to them! See how they respond to your praises or judgements.
3.) Loyalty missions
Knowing what a character loses sleep over does tell you quite a bit about them. That and the dialogue was often more.. interesting than what you got on board.
4.) Codex
For the all out lore fans to get more.

In Me3 there (presumably) will be no loyalty missions, and recruitment may or may not be expidited. So, will there be anything to compensate to develop the characters further? Make them more round, more human? Is it necessary to show more into established characters?

I think it's absolutely necessary to delve more deeply into established characters, particularly because thus far, character interaction outside of the romance paths has been very superficial. They have said that they'll be implementing full friendship paths - we can only hope this makes it into the final cut.

That said, I don't see why there won't be loyalty missions - for some characters, this could be simply and elegantly tied into the missions where you help their species' home planet.

The only issue I have with the whole race recruitment tie-in is that it may make some of the conflicts between them seem one-sided.

For example, lets take the current Quarian-Geth conflict. If you Tali recruitment/loyalty = Quarian recruitment at the expense of the Geth, you may never get the Geth's perspective as well on one playthrough.  I'm sure there will be some way to recruit both of them, but 9/10 says it involves a Paragon/Renegade score through the roof.

Furthermore, swapping between the huge grand scheme of things and the personal level can make things very awkward and kinda disjointed. "We will defeat the Reapers-right after we drop everthing and solve Garrus's problem."

I think I heard Casey Hudson talk or tweet about the 'loyalty' missions in terms of resolving the problems of each character with their species' conflict. I'm not sure how they're going to handle the new characters except for conversations. Unless we get another 'drop everything and help out [x] with their long lost father/son/sister/wife/family armour'.

But it does pose a lot of problems, not least the disconnection between the personal characterisation and the galactic war.

It has been mentioned that there will be fewer squadmates in ME3 so there can be more depth of character development. No loyality missions means it will take more than a single mission to flesh out the character.

I wonder will they go more the me1 route where things were fleshed out after major missions like feros,noveria,ilos etc.

So we get something along the lines of specific conversation points where we actually move the character arc forward and up til then more filler conversations.

BioWare knows story structure and character development. They have it down better then most Hollywood film makers do. I have uttermost confidence that they will deliver great enriching character development and story as they have done.
As I've seen the story progress in a regular 3 act story seance, 3 will be a lot more resolution of conflict, with little new characters emerging. We touched the surface of conflicts, whether they're personal or galactic, with all the squad members. The over all arc of 3 seems to be defeating the reapers. So any character tied to some how getting an army will be played up. Grunt & Wrex for the Krogan, Tali & Legion for Quarian & Geth, Garus for the Turians, ect ect. Characters like Zaeed, Jackob, Kasumi, and Jack really don't bring much in terms of galactic fleets, but I would guess that they would be little things that might tip the scale in a battle. Ex Zaeed brings in some Blue Suns, Jack go gets some old pirate buddies, Jackob rounds up some Corsairs.
I think that the story will flow from 2 to 3 like the representative of a race, or type of power in the galaxy, from 2 will be on how you handled them in 2 and the choices carried over to 3 will be more broad then personal for the characters.
That's just me though. In BioWare I trust.

I want insanely long dialogue trees... I really do. I'd rather talk to an NPC for an hour than go through another pew pew mission. Don't get me wrong - I love the combat - but for me, story will always trump it and talking to the NPCs enhances my story.

I feel the same way. I want more conversation. Shepard is going to stop the Reapers by using diplomacy, not shooting random bad guys and mechs.

Give Shepard snapy one liners while shooting badguys in mechs.

I trust Bioware to make games that I like. This trust is based on some 15 years of gaming since I first graced Baldur's gate. (I'm now teaching the stuff I was studying back then !!!) However, this is gaming's  (not only bioware) first attempt at a trilogy save game load. And, frankly, I've seen some major hiccups with the story line transition concerning character development between ME1 and ME2.

However, I swear if Jack brings along the Legion of Insane Asylum buddies to help win the war, I'll crack her Charlie-Brown head against the bulkhead.

Bauldur's gate 2 was when I first heard of them. Been impressed ever since. Yea there are a few snags here and there with the gaming aspect of it. Story wise it's better then most of the shooters or RPG's I've seen. I go to a BioWare game for a good story over game play. Considering all the other games BioWare has come out with since ME1 I can cut them some slack.
lol I don't see Jack doing anything like that, or even playing that big of a roll in 3. It's about saving the galaxy after all. Though seeing her and Aria command a fleet of Terminus raiders would be something to see in my opinion.
