Hardly. When we recruit Tali we see her take on three assassins by lobbing a grenade with lethal efficiency and pulling out a gun.
"You've seen me in action, Commander, you know what I can do."
Not to mention to get to that point she at some point tracked a geth squad and then ambushed one when it got separated from its unit.
In ME2 Shepard also says Tali recieved the best military training in the Migrant Fleet.
Liara is a scientist and archeologist. She aint no Indiana Jones.
Tali got herself cornered in an alley and surprised two assassins with a grenade. If you think she would have survived that without Shepard rescuing her, then you're deluded. She had a survival countdown, which is a pretty strong indicator of how much she needed rescuing.
Also, I should hope that a Quarian, the creators of the Geth, would be able to surprise and overcome a single Geth unit. She'd have to be pretty inept not to be able to do that.
She recieved the training, but does it mention she excelled at it? One could reasonably infer she does given her place in Shepard's squad, but you still need to look at these things with some skepticism. I received piano lessons for 5 years, but that was 8 years ago and I wouldn't say I'm a a piano expert now.
Also, I said Liara would save Shepard because she mind-connected with him twice. And she has biotics and knows how to use them, so it's reasonable that she had training in that. Probably training of equivalent or better stature than Tali's, given the current state of the Migrant Fleet and the skill of Asari biotics.
