I don't know, I suppose it's possible Bioware will do something revolutionary and not make it stupidly overpriced.

If this is a roundabout way of asking if Legacy is an item pack, it most certainly is not. It's not as big as Shadows of Undrentide, but it's DLC, not an expansion pack.
edit: scratch that, Awakening was technically an expansion.

It is a relatively old character though, pre 1.03 certainly.
If I'm feeling positive, "Handled" could indicate that there's a plot explanation given for why Beth/Carver are available for this DLC despite being in the Tower/Wardens.

But it certainly is story driven. Some...interesting revelations in there, and we've gone to lengths to be sure you can engage with it at any point in DA II after you reach Kirkwall, including from the post-game save (which, like DA:O, takes place "just before" the events of the end game).
But don't you risk making the rest of the game seem fugly and rote if you keep sticking solid content in there (although, at your current pace, this could just end up being the second-to-last DLC anyway

At first I thought it might have something to do with Sebastian, but he wasn't available in the first act. Since Mike Laidlaw said it was playable once we arrive in Kirkwall, then the story probably doesn't revolve around Sebastian.
