Will bringing these two characters on their respective personal quests (Family armor and Dr. Saelon) effect the Ally achievements? I'm currently trying to obtain the Soldier Ally and Sentinel Ally achievements and I have no interest in botching the chance of getting them due to these two missions.

You'll only get some minor dialogue extra... i went crazy when i missed it so went back with them on their missions and found out i was wasting my time.
In short nothing major happens except for one word or two.

No it won't affect the two ally achievements.
But, doing Wrex's will help later on, when you need to convince him on Virmire. (should you choose to do so)
As for Garrus's, it depends if you're playing paragon, or not, with how he might act when you meet him in ME2. (if I'm not mistaken)

Actually I think as long as you do it and get the armor and then talk to him you'll get the same result. That said there should be enough missions for the ally achievements, even if you take Wrex and Garrus on their respective ones.

any tips for wrex's family armor mission on insanity?
i was finishing up a insanity PT last night, and got reaally stuck on that mission. even with my lvl 59 soldier, and the best spectre X weapons (plus mods), its still a pain. its not so much that its "hard," or that im even dying at all, the enemies are just too OP. the commandos never die, they spam immunity/shield boost nonstop, "gogogo!". even with me spraying AR at one person for a whole minute, i barely scratch their HP.
^^^
sooo, after like a 30 minute fight of nobody dying (except the weak snipers), i just figured "what the hell" and ran upstairs to the safe. i snagged his armor, got the cutscene where he said thanks, and ran to the door. but when i get to the loading screen (for outside) i get a lagblock!!! its like the games pissed i skipped all those people, so it wont let me continue. i tried doing this again 3 more times, to make sure i wasnt just going crazy.
so if you have any tips on how to take em down easier, it would be much appreciated. aside from scaling down the difficulty

Grab Liara or Kaidan and go for the biotic lockdown. They can't activate immunity while under the effect of lift or singularity. Likewise pop them with Wrex's warp to reduce their effective DR.

unfortunately i already did virmire, so kaiden is a goner. but im wondering if i bring liarra with wrex, will i be able to crack that safe where his armor is? if i remember correctly it was average decryption. and neither of those two have engineer abilities (my shep is a soldier).
during the (long) fight i was using wrex warp to lower damage protection and cripple armor, but with immunity they still seemed invincible. dont get me wrong, i did insanity with lvl 60 char before, so i was expecting strong upscaled enemies. but for some reason these 6-8 commandos on wrex loyalty mission are so OP. after a while i literally felt like i was just shooting them with dust-bunnies, it would take a good 10 minutes to see their HP go half down. then, "gogogo!" "enemies everywhere," and they switch around so i cant find which guy i was just shooting at

You worried that you need an Engineer to unlock the safe, but the team you need to defeat the powerful foes doesn't need an Engineer. The solution is to bring in your desired team without the Engineer, and the defeat the hostiles. After all the hostiles are dead, return to the Normandy and redeploy with an Engineer. Now that all the enemies are gone, unlock the safe. This is true of all locations: any location that you can return to will continue to have any safes, lockers, crates intact and are fully capable of decrypting/hacking later on.

Also, DLC will help with the various Ally achievements. These achievements require you to complete a certain number of assignments and missions with specific allies, but the requirements are based off the original non DLC content, so the DLC missions will grant you a few more opportunites. Also, the Ally achievements continue over multiple careers, so when you get an Ally achievement in one game, start working on another ally. This will enable you to finish that next Ally achievement on your next playthrough, but even earlier. This in turn helps you do it sooner on the next Ally, making it easy to get all 6 Ally achievements on three playthroughs, and allowing you to also play a few assignments with a team not determined by what you need for the achievements. Also, the Sentinel Ally and Soldier Ally are the easiest because you must use Kaidan and Ashley for the Eden Prime missions and the earliest of the Citadel missions, and on 3 playthroughs, that will add up.

Garrus will get a little tic'd that you didn't take him on his mission, nothing too major just changes the dialog some and will prevent total paragon him(at least it did for me). Wrex didn't care if he was on his mission same as with the geth data for tali, as long as you give the thing they want later, they don't care.
Lift and shoot, lift and shoot, is the best thing on insanity, which is one reason I don't play it anymore.
