I bought a completely new PC and wish to transfer my saves over to it. Is this possible? Is it possible to carry over the DA file without having to re-install all of the mods?

Your config save files should be very portable from the relevant "My Documents" sub-folder. I have done it.
However, I do not run any mods so I can't say what effect having had them might have.

Would transfering my overide folder (Where all the mods are stored) work? If i replaced the default overide folder with my modded overide folder once installed?

Override mods can be "re-installed" that way. Dazip mods will need to be re-rnstalled using a mod-manager or daupdater. Your characters folder can simply be replaced by your old one with your saves.
