But at the moment, I'm just aching for it to be confirmed as a location in ME3. PLEASE, BIOWARE! T_T (Oh, and let us explore Afterlife some more. From the description in Retribution, it seemed a lot bigger than what Shepard got to see).

On a more serious note, however, I think that ME2 quests + dev's promise to return important NPCs in ME3 ("I have always been someone important", heh) = a good ground for some Aria vs mercs conflict. Theoretically this can even be tied to the main storyline/progression: if you need eezo -- a great amount of eezo (to upgrade Normandy, to make some kind of eezo-working weapon against Reapers, whatever) -- wouldn't Omega be the place to get it? So Shepard would have to choose a side and resolve the conflict first to get eezo...

I'm not sure about the revolution, though... Drug dealers, smugglers, all kinds of criminals wouldn't probably want to rebel -- why would they want any kind of law or control over them? As for simple civilians (Nef's mom, a couple we've met on the lower levels, etc.) who are probably not happy with Omega as it is... Well, depends on many factors, I guess, on factors we don't know much about. What is the ratio of criminals and mercs to civilians and miners on Omega? How many of them are actually ready to oppose mercs/Aria? The problem is, revolution is very dangerous and risky because your opponents are trained to kill, highly-skilled and armed; I assume that civilians are less prepared. Moreover, why should you risk your life if you're just a miner that came to Omega for several month just to make quick money mining eezo?
What else... Omega has been a lawless place for pretty much several centuries, so I assume that all current inhabitants --
- either came to live there willingly and are ok with it (so the chance of them being unhappy with the current situation isn't very high);
- or ended up on Omega because there was no other choice and can't leave as of now (the chance of them being unhappy is higher but I think you're still unlikely to risk your life if you are going to leave the place sooner or later);
- or were born on Omega and consider it their home (I think the chance to rebel is the highest here because if you are want to stay somewhere and you know your children would be living here you would want to fix something you're not happy with).

I guess I still can imagine a small kinda-revolution that bursts spontaneously after something outrageous mercs did. Revolutionists are starting to lose, then Shep comes and saves the day. Or doesn't.
There's also one thing to note (not very related to the OP, but still). While Aria doesn't actually protect civilians (she thinks that everyone should be able to stand up for oneself, I guess), she never actually harms them. Archangel wasn't bothering her in the slightest. Why? He wasn't messing with her or her people. Why? Because her people didn't do anything to civilians. That, or her people are good at covering their tracks and/or Garrus decided not to break Omega's rule (which adds to Aria's badassery ;P). Also, Jonn Whitson sends you an e-mail starting with "Hey, Aria gave me this address". Nef's mother, Diana, also gets commander's address from Aria if I'm not mistaken. Yes, she has a soft spot for civilians. =3
