I have read M Reider's comments about tweaking the fog settings but I never really understood how he was doing it - all I know is on or off. Also can the game options be overridden so if the player sets fog to the least memory using setting how does that effect fog tweaking?
How can FOG be adjusted in the toolset?

well I found "SetNWN2Fog"
SetNWN2Fog(object oTarget, int nFogType, int nColor, float fFogstart, float fFogEnd)
Seems pretty straight forward - but I am open to tips etc.

Fog is usually adjusted in the area properties tab, under the day-night settings.
For performance, the Fog Far Clip setting is the most important, as this determines at what distance the engine will stop rendering creatures.
