If you're gonna go the complete shooter route with a mass effect game, it should be TPS imo... NOT FPS. Since it's already in that form in the current games.
Besides, games where you could play as multiple races (in multiplayer) I would think people would like to see what their character looks like. Would make it that much better if there was armor customization and the like... you could see the changes.

Any game based on the first contact 'war' would probably be uneventful and boring unless Bioware dilutes the story with more information and plotlines that the original description of the events did not have.

First contact was a relatively minor incident. Hell, the turians didn't even call it a war.
