Good point, but you can kill just about every NPC in ME1. The only person I can think of Shep has a chance to kill and doesn't due to a scripted decision is the VS (Ash or Kaidan).  Now, that would be a dark horse bet.

Ha, considering my main Shep is a renegon, whoever it is is probably dead in my main playthrough anyway... unless its Shiala. But I doubt it.

I'm guessing Rachni Queen.

Also, I wanted to add that the line implies the speaker could be killed in ME1, depending on Shepard's decision. Patrick's "[e]very ME1 importer" statement is probably just a tease.

Hm, returning character from ME1 who wasn't in ME2 who says Shepard should've killed 'em when he/she had the chance? I'm guessing it's Corporal Toombs, the guy who was being experimented on after surviving a Thresher Maw attack. He blames Cerberus for setting the Thresher Maws on his unit, if I recall correctly.

Now, there's a chance your Shep may not have had high enough Charm/Intimidate points to talk him down, so he'd most likely be dead. Out of all of my six completed ME1 playthroughs, only one Shep was able to talk him down from offing himself, regardless of what happened to the scientist. So, if Toombs is more likely going to die by his own hand in most of ME1 player's playthroughs, this quote may be from someone else entirely. It's hard to say for certain. I'm still going to stick with Toombs, though. He was a bit brain-addled, but hell, so was my Shep. Brain-addlers UNITE!

My personal hope is that it's Balak - I let him go to save the hositages and I always wanted that chance to catch him for his crimes, but never got the chance (here's hoping we will get the chance in ME3).

Toomb's is another good guess (especially with that email he sends you in ME2), but I also keep coming back to Rana Thanoptis for some reason, specifically her past work on Indoctrination and Zaeed's comment about letting her go should you bring him with you to Korus:

I'd love it if it was the Thorian, but the wording is too...comprehensible.

It could be Rana, but what would make her so angry towards you? Probably Toombs since he is pissed off by default if you let him live.

Well, every time the poor woman gets a job Shepard shows up, murders her employers, and ransacks the place.

In ME3, she gets a simple job managing an ice cream shop.  As soon as Shepard shows up and starts blowing holes in the wall and smashing all the waffle cones, Rana decides enough is enough.

how about that stupid little volus that had an argument with chorban and thought that he was out to kill him? If you pick the right lines doesn't shepard say something like, "I should just kill both of you idiots!"?

I just joined in and I wanted to offer my .02, now unless I missing something none of the devs phrased it as the person only intent could be to kill/hurt Shepard. Would it be too unreasonable for Shiala after dealing with her severe medical problems over the past three years, is in such pain/regret she would rather have died on the day you received the cipher from her?

I hope it's not the rachni queen. The asari the queen communicates to you with reassures you that you made the right decision, I thought that was really cool. How about Udina? I bet he's indoctrinated.
