Unlikely. If you kill Shiala or start a default ME2 playthrough, a human representative of Feros is in her place, and she informs Shepard of the same health problems (she's not green but the health problems are there).

I doubt it seeing that she clearly hates her mother whereas Samara is at peace having dealt with her.A better question would be if Samara comes after you if you chose her daughter over her. (Romantically if you're a maleshep which would definitely make it worse!)

No.....I meant if I didn't do samara's loyalty quest and she dies. Or if I don't recruit her at all.

Harkin is a good guess but he does show up again in ME2. Shiala.. now there is an idea, though that is Feros-related so wouldn't be "fair" to the PS3 players.
If it's a direct quote.. doesn't sound like the Rachni speech-pattern, though that is a pretty good guess too.
It's probably not Balak because not everyone played BDtS.
I'm going to lean towards Toombs for now. Working on a ME1 playthrough at the moment and going to pay attention to every variable I come across this time.

Still, you did Morinth a favor as Samara will die at that point; if you screw up during the SM or maybe Samara might reappear and make sure "you do regret your choice!"

Well, he specifically mentions ME1 importers. I don't think it will be a DLC character. And I doubt it will be something like the Thorian is still alive because that would affect everyone. Since the default ME2 crowd has pretty much everyone dead, it has to be someone you deliberately left alive.
That shortens the list to Wrex, Rana, Shiala, Toombs, Fist, Helena, Jeong, Rachni Queen.
But even though you can kill Helena and Jeong, you don't really threaten them with death if you don't so I would take them off the table. I would take Wrex off for the same reason - Paragon Shep may have pulled his gun but he never really threatened to blow Wrex away but tried to talk him down.The Rachni Queen would be a heck of a twist but she doesn't talk anything like that and that sounds like a direct line so I would rule her out.
It could be Rana, she's in the middle of something again. I can't imagine her suggesting Shep should have killed her, though. She's not that brave.

Toombs seems the most obvious to me. Starting up a merc gang and taking down Cerberus members? Believes Shepard to be a part of Cerberus? Clearly emotionally disturbed? He has a clear cut reason to go after Shepard, and seems brave (or stupid) enough to do it.
Of course, seeing Rana stand up to Shepard and point a gun in his/her face would be awesome.
