Even though I have no problem seeing my street ripped apart. I think there should be a city that represents the capital of Earth. I'm sure that Earth in Mass Effect is under one government (if there is such an institution in Mass Effect Earth lore) Star Trek had San Francisco as the capital of Federation and Starfleet academy. I'm not saying SF should be it though maybe Bioware is on to a rational reason by using Seatle/Vancuver. New York probably may end up as the world capital (it egotistically is already in my eyes), but Seatle/Vancuver seems so unlikely it works. NY is obvious.
Sorry to disappoint you but:
Alliance Mass Effect wiki...
The Systems Alliance is the representative body of Earth and all human colonies in Citadelspace. Backed by Earth's most powerful nations, the Alliance has becomehumanity's military, exploratory, and economic spearhead. While the Alliance is relatively new to the galactic community, it has already made a name for itself, gaining humans an embassy on the Presidium. The Alliance is governed by a parliament based at Arcturus Station; the station also serves as the Alliance's capital.

The homeworld and capital of humanityis entering a new golden age. The resource wealth of a dozen settled colonies and a hundred industrial outposts flows back to Earth, fueling great works of industry, commerce, and art. The great cities are greening as arcology skyscrapers and telecommuting allow more efficient use of land.
Earth is still divided among nation-states, though all are affiliated beneath the overarching banner of the Systems Alliance. While every human enjoys longer and better life then ever, the gap between rich and poor widens daily. Advanced nations have eliminated most genetic disease and pollution. Less fortunate regions have not progressed beyond 20th century technology, and are often smog-choked, overpopulated slums.
Sea levels have risen two meters in the last 200 years, and violent weather is common due to environmental damage inflicted during the late 21st century. The past few decades, however, have seen significant improvement due to recent technological advances.
