Difficult to tell that far in the future. I'd be willing to bet either Canada or the USA was the dominant force in forming the Federation. Mexico suffers from serrious fundimental cultural issues that will take more than a couple of centuries to work out.RAF1940 wrote...

In regards to your main point: I would hazard a guess and say that Europe are more united in the way that all the countries are involved with the EU and not just some.
India could have a role realisticly they are a big upcommer in space flight nowadays.
