My personal suggestrion

Hybrid between globally individual and group cooldowns.
Power is used all powers go into cooldown however for different types of powers the cooldown is lower
Example

Power used:Warp
Biotic power cooldowns:10 seconds
Other power power cooldowns:5 seconds

Now ill put a guide of Cooldown times For biotic powers.

Power:                     Attraction/Pull   Throw  Shockwave  Singularity  Slam/Warp  Barrier
Power Cooldown:   3s                        4s         8s                    12s              15s                 25s
S. type  powers        2s                        3s         4s                     8s                9s                   12s
Diff. type powers:     1s                        1s         2s                    4s                6s                    8s

Now if before you go saying how it would only benefit mixed classes well i had also made a special cooldown time for specialist classes Example:
Power         Attraction/Pull   Throw  Shockwave  Singularity  Slam/Warp  Barrier
Vanguard   3s                        4s           8s                    12s              15s               25s
Adept:          3s                        3s           6s                    8s                10s               18s

Now your asking why did i put the cooldowns so long? Well becuase i implemented another feature:
Power Combos
Basically at the power wheel you get to choose two powers to use it at the same time, the order of the powers depends of what order you choosed the powers, for shortcuts pressing two buttons at the same time (controller & keyboard) while enable that feature
So..what do you think?

i havent seen the power wheel since ME1, so i really dont like the comboing abilites in the power wheel.

evelotions should be enough of an outlet to give players freedom in evolving abilities to fit their needs. im sure shockwave will be able to be evolved into a shockwave/warp type ability, and im hopeing throw will be able to be evolved into an abilty that works on protectons, for example.

i think gameplay in ME3 shouldnt need the power wheel at all. i hope i can hotkey every ability onto my controller, and never look at the power wheel.

I think you have the right idea, but it would be confusing to monitor which powers were currently cooled. Currently, with the global cooldown system, we know when we can use powers. In ME1, monitoring cooldowns wasn't as difficult since powers had much longer cooldowns.

When you give powers of the same type different cooldowns...you'd have to change the monitoring system somehow (it couldn't just be one circle in the middle of the screen that comes together).

Agreed.  My only issue with this suggestion is the lack of clarity.  It would be easy to see what's going on with the PC display, but you'd need to bring up the power wheel on the consoles to understand what's available and when.  Bioware has been moving towards a less cluttered UI, so I don't see this suggestion being implemented.  It's an engaging idea, though.

We could also implement pop-ups: each time a power is cooled enough to be used a pop-up with the image of the power appears on the lower left of the screen that way we can tell which powers will be avaliable.

I'm down with that. Now all you have to do is convince...everyone else.

oh snap, i thought i was in a discussion about power cooldown suggestions. B)

so more specifically......

i wouldnt like your idea because i dont use the power wheel. i rarely use any ability other then the 3 hotkeyed to my controller or the 2 attached to my Dpad. would i like pausing to use multiple abilities? no. would i like evolving one ability to accomplish your two comboed abilities? yes.

since i brought up hotkeys, itd be great if my controller had as many options for hotkeys as a PC player. how about hitting both buttons could auto combo the abilities.

there, did that accomplish what you wanted?

In the heat of battle, you might miss a pop up and have to pause to check if your power is available.  Conversely, you could make the pop ups big and intrusive, but I don't think anyone wants that.

I don´t think is much of a problem it was in ME1 and it wasn´t nearly as complained as many other things.

I like that idea. I think they should do something like this or at least like all offensive powers have a separate cooldown from defensive and ammo powers. That would be fairly simple I think. Just two cooldown meters. One can be seen coming towards the center from the sides (like how it is in ME2; that little half-circle deal.) and the other can from the above and below.
