I'll get to the point:
This cooldown system classifies powers into tiers--class-specific and powerful abilities like Charge and Adrenaline Rush make up the highest tier, while abilities like Concussive Shot and Push take up a lower tier.
The idea is that this forces diversity in power use (how many Soldiers basically did anything besides spamming Adrenaline Rush every three seconds?) and giving other powers a chance to be useful in situations when they could be helpful.
It could be simplified into two tiers, with often used abilities like Singularity and Warp sharing a cooldown, and lesser used abilities like AI Hacking and Push sharing a second cooldown, encouraging effective combination and intelligent situational use of abilities.
