Does completing Leliana's Past and then doing Soldier's Peak create a bug?

Not that I'm aware of, though I usually do the dlc early on, before going to Denerim. I'm sure there would have been mention of any such bug on the forums in the past year or so if such a bug existed. There would be mention on the wiki to make sure you did them in a specific order and etc.

The wiki does mention it under Leliana's Past. I just recently bought Soldier's Peak and was wondering if it would affect my saves that already had Leliana's Past complete or would it affect my saves where I haven't done Leliana's Past yet.

This bug should only affect playthroughs already in progress, not future ones.

If you haven't done Leliana's Past yet, then you shouldn't have any problems. I usually do Soldier's Peak long before doing Leliana's Past and I have yet to encounter this particular bug. I have run into the bug with the abomination that triggers if someone levels up during the fight, where the door doesn't open afterwards. You just have to time it so when you begin the fight, no one is close to leveling up, or at least won't level up during the fight.

Just make sure you create a separate save file before beginning Warden's Keep (or don't save until done) as insurance, since Warden's Keep is buggy.

I did Soldier's Peak with a character that had already completed Leliana's Past and didn't have any problems. So maybe there is nothing to this supposed bug.
