I could not download ME2 because of this error. So I just tried out the trial and then I searched for ME2 but it siad the error above.
"The content cannot be accessed on this account"

i get the same thing, i bought a pre owned copy obviously knowing i wouldnt get the cerberus stuff with it. when i look in the psn dlc its not there. if i search the store using the search function i can find it but also get "the content cannot be accessed on this account". i want to buy it so hopefully you guys can sort it, ive already posted on the sony site too.

You will not be able to access any Mass Effect 2 DLC without the Cerberus Network activated on your account.
That is generally the reason you are getting the message "The Content Cannot be Accessed on this Account."
I searched the Playstation Store and found that they do have the Cerberus Network for sale, along with some other DLC such as the Firepower Pack and Arrival, in their Add-Ons section. Make sure you search "Mass Effect 2" and you should be all set.
