 NEW CONSPIRACY THEORY:

VS was altered by collectors and now works for Reapers. Shepard though is in the dark and goes through all of the events of Mass Effect 3 with VS only to be betrayed when they reach Harbringer, but the VS will then struggle on whether to kill you and you will have a renegade option to kill them or a paragon option to have them shoot themselves.

All that is unlikely because of the population of the VS, it would practically be suicide for Bioware.

My little theory, on this, is the VS was purposely left there, hoping to lure Shepard into a trap.

Afterall, it is the direction Shepard & Co. are heading in, and the VS was just around the corner, sort to speak, when the largest group of them attacks. (including the introduction of the Praetrorian)
However, they didn't anticipate EDI, who got the GARDIAN laser turrets up & running, forcing the Collectors to retreat.

It may not be much, but it does help me not to think about it too much. :P

Could be a really funny enemy oversight... where the Collectors land in front of Ashley/Kaiden but are looking in the opposite direction and begin collecting civilians in that direction first.

Could also be that she wasn't fit for abduction and that the Collectors only abduct certain types of humans.

He's in armor too, so heavir, not so easy to process etc. So one of the last pick-ups is the way I see it.

The collector's are weaksauce, the VS was too heavy for them.

600 000 people live on that planet.

Kinda hard to find one person.

Protip: Hey Harbinger, see that person dressed in Alliance armor, wielding an assault rifle and firing at your seeker swarms, all of whom is the only one on the planet who fits this criteria? Might be who you're looking for.

This is one of the numerous plotholes in the narrative and why ME2's story borders between wasted potential and pure rubbish. There is no explanation why The Collectors, when it is confirmed their intent was to abduct the VS, simply forget. Your excuse is asinine by the simple fact this was the only person they were looking for and had no reason to be coy. It was unknown Shepard would interfere and the population for majority's sake were all paralyzed. What is made worse is VS is frozen alone near the edge of the colony. They would have been remarkably easy to notice. The above just makes it go from bad to facepalm worthy.

Bluntly stated, much like Mordin pulling the plot device out of his ass and everything Shepard and VS say to one another. Horizon is a prime example of some of the worst writing in the game, if not the worst.
