Well, yes, enemies of Shepard want to, but it's different when so called "friends" do. (ie: The Council, Alliance or anyone else Shepard befriended)

What I think the OP is saying as am I is: That since the Alliance/Council/Cerberus (with a few exceptions from each) has screwed me over somehow after I did everything to help them ...
IWO, I have a target on my back because I did what THEY were supposed to do, but didn't! So if they do hate and want to kill me, fine! The feeling is mutual; however, I'd rather not waste my time with them!
