1) if you're downloading a suspicious mod from the interwebs yes you can get a virus but that risk is always relevant regardless of what it is.
2)mods are installs in two ways, you can download a mod manager from the dragon age nexus and click/drag the mods into the manager to get them onto your game. The other way is to manually drag the unzipped files into your documents/bioware/dragonage/core/override folder.
3) this is a matter of opinion. It can be tempting to download items that are godmode and roll with those but at the same time you run the risk of making your characters too strong. There are many aesthetic mods out there (more haircolors, pinetree's vibrant colors, cc tints... etc) that are also great, here it's really geest to use your own judgements.
