Global Cooldown, Except For Glass Unique Powers

I mean class unique powers, but I can't capitalize C in "class" here and I resent that.

I like the global power cooldown system in ME2. In ME1, powers have individual cooldowns but are way too similar to each other. I never see that much of a difference between Sabotage and Overload, or between Lift and Singularity. In ME2 powers are different from each other, which in addition to global cooldown makes you react to different situations with different powers.

As I see it the only problem with global cooldown is that most class unique powers (Adrenaline Rush, Charge, Cloak, Tech Armor) are so good, that players are tempted to use only that power, which is a damn shame seeing that a lot of other powers are quite good but are criminally underused as a result. For example, how many Vanguards never use Pull, one of the best Biotic abilities in the game? And what a shame it is for Sentinels who always spam Tech Armor to never use Overload or Warp, given how good those power are on Miranda (Sentinel Shepard >> Miranda).

There is a surprisingly easy solution to this problem: Keep the global cooldown system, but put the class unique powers on a separate cooldown. This will have several beneficial effects:

(1) Non-class unique powers will actually used. Soldiers will actually use Concussive Shot. Vanguards will actually use Shockwave. Sentinels will actually be the versatile caster it's supposed to be instead of simply an unkillable suicide bomber.

(2) Interesting synergy between class unique powers and others. Ever want to see a Concussive Shot in slow motion, doing double the damage? Now you can use it during Adrenaline Rush. Now you can Shockwave a group of enemies right out of Charge. Now you can Warp Explode as a Sentinel without worrying about saving the cooldown for Tech Armor.

(3) It will not allow a player to spam powers any more than they already do. Most already use class unique powers whenever cooldown becomes available, and the non-unique powers are all situational so you won't be spamming them.

(4) This will not significantly affect the balance between the classes- all will become stronger. Caster classes do not become overpowered because the have many non-class unique powers competing for the same cooldown; non-caster classes will not become overpowered because their non-class unique powers are either situational or have a long cooldowns.

Specifically for each classes:

(1) Engineer: Hardly any noticeable change since Combat Drone already has a near non-existent cooldown, it's like it's one a separate cooldown anyway. However, assuming Geth Shield Boost resturns as a bonus power, this will make the Engineer slightly more durable. Engineer's signature battlefield control is now further enhanced since you can now use AI Hack/Incinerate/Cryo Blast simultaneously with Combat Drone.

(2) Adept: Becomes an even better Biotic caster, but not an overpowered one. Even on a separate cooldown, Singularity has a slow casting animation and very slow traveling time. But Singularity will now be used much more often (the most underused class unique power IMO). Adept is now undisputedly the best class in terms of Biotic Combos, especially Singularity=>Warp, Singularity=>Throw combos. Pull will be used more often as well.

(3) Sentinel: Will now be the jack of all trades caster it should be, instead of just a Tech Armor spammer. Throw and Cryo Blast will be used more often. You can't really Warp spam more than you already could, since it's still on a 6 second cooldown. And because Sentinel will now use the other powers more, the enemies get shut down via those powers (Throw, Cryo Blast, Overload) more often, and you'll have less Tech Armor bursts than before.

(4) Vanguard: Will now be a more versatile Biotic warrior. Now you can actually help in setting up Warp Bombs, or providing some crowd control with Shockwave, AND bouncing around like the ball of death you are. You still won't be the biotic master that the Adept is in terms of going combo all by yourself, given your lack of Warp or Throw, but you'll feel more like a person instead of a comet.

(5) Infiltrator: Can now synergize Cloak with more than just guns. Charging the GPS then Cloak and release the shot is not very different from casting an Incinerate while in Cloak- but now you could do both instead of just one. You cannot spam Cloak any more than you already could, and you cannot spam AI Hack because it is not a very spammable power (LOL). You'll now use Incinerate more, but still on a 6 second cooldown.

(6) Soldier: Now you don't have to worry about switching ammo mid combat interfering with Adrenaline Rush. It won't- so hopefully you'll actually be switching ammo mid combat, because that is what a Soldier is supposed to do. And you'll actually get to see what Concussive Shot looks like. Oh and Frag Grenade. Did I mention Frage Grenade? It won't become another power being completely flushed out by Adrenaline Rush, because it's on a separate cooldown. You can still AR spam every 3 seconds, just like before.

I consider this a very minor departure, or even just a tweak, of the Global Power Cooldown system. I much prefer the Global Cooldown over the Individual Cooldown, but I believe even good things can be improved.

This tweak has the effect of making the really good class powers (Charge, etc.) not any better (since you'd still be spamming them) but making the less legendary class powers (Drone, Singularity) much more prominent. So it will be a balancing, or evening force between the classes.

Interesting - I like the idea of the class power synergy in particular. As fond as I am of bouncing around like a pinball with my Vanguard, a slight change in the mechanics might add a little spice.

Not much to say, looks fine to me. As long the special action is different than other actions.
