On my 6th/7th playthrough there was a character in one of the upstairs rooms in the hanged man who offers you a reward if you take a message to someone called Dora in the brothel - I couldn't find her in the brothel and can't find anything on the wiki about about this 'quest' - does anyone know anything about it?

I'm not familiar with that quest. The only Hanged Man-to-Blooming Rose quest I can think of offhand is the one involving the Shawl of Dalesdottir. What Act were you in when you were tasked with delivering the message?
