Phalanx because it's like a sniper bred with a handgun.

Phalanx is better in the beggining becuase of the ammo shortage. Mordin's recruitment (for classes with only 2 weapon choices) is noticably easier with the phalanx. It's only downside for me is the rate of fire, the laser doesn't bother me really...

I use the Phalanx with my soldier for finishing off enemies weakened by my incisor. Its too much trouble to aim without adrenalin rush though so I use the Carnifex on my vanguard and predator on my infiltrator. I can fire two to three shots with heightened on.
