So why did the lead writer for ME1 didnt become lead writer for ME2 again?

There's a huge gap between the two in terms of quality and epicness of the story. ME1 is like diamonds while ME2 minus the DLC is like 3 month old pizza covered in feces and urine. They should've kept the main writer for ME2 cause the story would've been much better and more epicer.

I guess someone, either Bioware themselves, or EA, or LucasArts, wanted Karpyshyn to work on The Old Republic since he has experience with the Star Wars universe.

I believe Drew has gone full time to that tiny little KOTOR MMO they've got happening on the side.
But yes, there was a definite shift in style between ME1 and ME2 - personal opinions will vary on if this was good or bad.

I think you're being a little harsh on the ME2 team (a lot harsh, actually), but, I preferred Karpshyn too.

It's not a matter of quality, it's a matter of resource misallocation. They spread the butter too thin with the 12 squadmates and respective missions and we ended up with a paper-thin main storyline and copious but underdeveloped squadmates.

I still liked the story in ME 2 but I suppose it could have had more 'oomph' to it and more stuff going on.

The real question is, why did you didn't become the lead writer? You could have made the story way more epicer.
