It's a distraction to him, and you've agreed to help get it out of the way so he can focus on being a big, guddamm hero, just like you did for every other squadmate who wants to tie their own loose-ends. Why do you expect poor Zaeed to put his distraction aside?
Garrus wants personal revenge too and doesn't consider doing anything but killing Sidonis when he sees him. He only spares Sidonis on his own initiative (in some cases he won't - if Shepard lacks a high enough paragon score and didn't talk to him thoroughly beforehand).

This, I can agree with. It's the only thing that makes me think twice about what I decide to do, and why I don't think the paragon path is a completely bad one.
Ultimately, I decide to get Vido anyway to show that, yeah, I could've put his mission at risk but didn't and got the job done. At that point, I develop in him a sense of trust in me to get the job done, and that hopefully means he doesn't try to disobey my command again.
Of course, I'd need to have a little talk with him on the shuttle ride back after its done, but leave that to headcanon.
