How about this --
To gain Zaeed's support for ME3, you have to find him, and convince him to take over the Blue Suns via 3 side quests where you and Massani infiltrate their bases of operations. As another separate side mission, you can find specs for rifle mods that will allow you to fix Jessie. After gathering all of the specs, you can give them to Zaeed.
Zaeed's power will get a huge boost (maybe 35%-45% for attack). However, due to player choices, Zaeed can sacrifice himself to save Shepard, or you can fight to save him. If he dies, he will give Shepard Jessie as a gift. Damn good rifle. Either way, you get the support of the Suns -- just possibly without the leadership of Zaeed.
Jessie is a unique weapon in the game. She has the clip count of a Revant, and the power of a Mattock. Any reskins, weapon mods, color changes, or additions to the gun will lower its stats.

He was bunkered up in some old turian military installation out in the verge, his blue suns were armed to the teeth, itchy fingered and well supplied. I don't think an stg unit could have infiltrated that place let alone a heavily armed and armoured ugly bastard like me so i watched, waited and scouted the perimeter occassionally picking off a guard who got careless enough.
I left their bodies on the perimeter with little cheery messages carved into their flesh, mostly along the lines of, "i'm coming for you Vido". And before long the patrols into the jungle had stopped and I had to content myself with sniping anybody dumb enough to stick his head above the walls for more than a few seconds.
They tried an airlift for Santiago but i'd brought along a cain and after the third shuttle rained down on the compound in little metal pieces I don't think they could find a pilot brave enough to fly another one, hell i'd allready brought a half dozen gunships down before that so pilots must have been getting scarce anyway.
But it was an impasse, he was in there and I was outside waiting for the inevitable reinforcements to carpet bomb me out of hiding so I figured I had to get creative. There's a plant grows on that moon, an hallucinogenic that the blue suns had come to harvest because that crap makes an acid trip seem as light and smooth as an asari's arse and was selling for a bloody fortunes in all the classiest sleazepits outside council space.
Get this Shepard the dumb ****s had been drawing water from an old artesian well in the compound without purifiers or filtering, I found that out from a young lad who snuck off to try and collect the bounty the suns put on my head and I laughed my ****** off for an hour solid.
I got busy, collected enough of that hallucinogenic crap to make an elcor fly through a mass relay found the headwater of every river within a few clicks of that place spiked them all with that smelly crap and waited on the perimeter until something happened.
You should have bloody seen it, mercs wandering out naked into the minefield screaming and laughing until getting blown sky high, sustained gun battles between the suns and the surrounding vegetation, the livestock getting raped to death by a krogan. I waltzed in there without firing one god damn shot.
I found Vido cowering in his safe in a puddle of his own ****** and feces, he was bugging out like a volus who'd just seen his first elcor rutting and I almost felt sorry for the bastard. Hell he wasn't even armed. After i'd blown holes in both of his kneecaps just to get his attention I drew my turian combat knife and told him what I planned to leave of him for his men to find when they'd come down.
GOD DAMN IT, THE BASTARD HAD A BLOODY HEART ATTACK AND DIED ON ME SHEPARD!
I waited years for that and it was you who let him get away the first damn time so I figure you owe me a good bloody fight, sign me and Jessie up for your war with the reapers.

I really hope he comes back as a full member, he's easily one of my favorite ME characters (4th after Wrex, Garrus & Tali). He reminds me of a Mandalorian from Star Wars, which happen to be my second favorite group of people in SW after the Clones.
