I've been mulling over why Harbinger sounds so different to Sovereign and the answer is pretty simple.

Sovereign is only ever known to be a Reaper (although he was first confused with a VI)

Harbinger wore the disguise of a Collector General throughout ME2 and was only revealed to actually be a Reaper during the end cinematic. If the collector general had a cold synthetic voice from the get go then the ruse would be over.

Personally, I hope any other Reapers have the cold synthetic voice like Sovereign, his voice was genuinely unsettling. For a race of machines that are in their own words "Unknowable" it was a brilliant choice.

Y'know how they take aspects of each race they enslave? Yeah,

It was silly they tried to do this in the first place. And it's rather poor attempt to add mystery to the game's antagonist. The fact he mentions his name is "Harbinger" gives away the whole thing as if taking over a Collector's body wasn't already. There's no reason a sapient Bug General would call itself "Harbinger" as if you have even the slightest clue what the word means it's pretty apparent what Harbinger is.

Harbinger: a person who goes ahead and makes known the approach of others; a herald

Although I guess Harbinger does at least live up to his name given his blabber mouth nature.

You know, I can't remember a point where I realized that Harbinger was a Reaper, it always seemed to obvious that I guess you could say it was when he was introduced...

Well I have read some comment from BW, where they said that it was never attempt to keep it secret that Harbinger was actually Reaper.

Anyway could it be that Harbingers voice was different because that Collector general thing was still mostly organic, while Sovereign always talked in it's completele machine form.

If i recall corerctly, his voice in Arrival is still the same smack-talking wannabee voice he used while possessing the Collector General. Could be wrong though, played Arrival once and was thoroughly unimpressed enough to not play it again.

I think sovereign's voice was unsettling because it sounded like Jigsaw...

Oh, I see.

Well then maybe Harbingers voice is different because he/it is the original Reaper and that's why a little less machine and more organic than rest of them.

I think we're overthinking why they sound different. If anything it's probably down to different personality = different voice.
That said, I cold listen to Sovereign talk for hours, that voice made my speakers and subwoofer rumble like nobody's business.

Harbinger could still have been a harbinger even if he wasn't a reaper and just a collector general.
