I've got a candle, and I'm trying to place the candle frame on it, but no matter what I do I cannot seem to get it positioned just right. Is there a tip or secret for nudging things, in either axis? I cannot nudge up or down, and te left and right arrows moves it too far.

If you open up the properties tab, you can put in the xyz coordinates manually. You might also want to turn off the placed effects helper so you can see exactly what you're doing.

if you turn off numlock 9 moves up and 3 moves down
also pageup & pagedown work
in the viewable tab you can deselect placed effect helpers then you can see the candle flame

Like the other have said though if you turn the placed effect helpers of then make sure you have selected your flame first. Once the helper is off you can't select it.
For this particular instance you could get yourself scripted light system 2 (SLS2) off the vault. All light ogjects are there in prefab form for you. Speeds things up a lot.
Other than that it comes with practice, shifting the view round changes which axis arrow will move the object that helps.
