What is rhe maximum number of materials you can give to each faction before you stop getting XP? I noticed at one point that I was no longer gaining XP from some.

maximum is 880 XP per one donation. After this threshold, you cannot exceed more XP by pumping the materials

How do you get XP for giving supplies to the allies. I gave some to the elves and my XP didn't change.

If you want to abuse the system, just buy loads and loads and loads and loads and loads of elfroots from Varathorn in the Dalish Camp, gift them all to the Elven ambassador and watch yourself level up. I did this right at the very end pre-final phase of the game so I could reach the 25 level cap.
