I think this is a pretty good idea. I'm guessing it isn't difficult to do and the results would probably be better. The only problem I can see is if the ME3 face generator is different, some faces that looked quite good in ME2, might look quite bad in ME3. It also wouldn't take into account any new features (like new hairstyles) they might be adding. If they could release the face generator in advance, or it was no different, then it would be a very good idea.
