Veetor was one of my favourites because you don't normally deal with people with such mental instability in the game. It was great to see him doing better later on the Flotilla, and the "rally the crowd" option was fantastic. I hope he returns in ME3.

I also liked Matriarch Aetheyta. I loved the realisation that what saved us was the Protheans development of Relay technology, so her wanting the Asari to study it was brilliance on her part. The supposed relation to Liara and change after the "mystery drink" were just the icing on the cake.

I also enjoyed the conversation between the Quarian and Turian on Illium. I spent ages hovering around seeing what they would say and then they told me to stop nosing  it was brilliant.

The turian that kills the batarian bartender at Afterlife after the bartender poisoned Shepard.  Shep didn't even have to ask,  BAM, one dead bartender.

Others include dancing Turian, Matriarch Aethyta (might be my favorite), the bachelor party guys in Eternity, Emily Wong. Gianna Parasini. Like basically everyone has said, it's so hard to narrow it down, though like I said it'd probably be the Matriarch bartender if I had to pick. There's tons of awesome NPC's or quick characters in these games.

He's takes bribes, I wouldn't call that a 'good cop', but a corrupt one.

Didn't mean that he was a good cop. Just that his character as a cop was good. Because of the bribes, suspect abuse, and all. It really seems a parallel with actual cops.
