-Zaeed. He's lived a long life, and should go out in a blaze of glory.
-Liara. I like her and it would hurt to see her go, but she's also the squadmate I like least. Sometimes I wish I hated someone--it would make decisions like this a lot easier.
-Vega. As of right now, I know little about him, and therefore would feel nothing when he died. Once I play the game, I may change my mind.

Back to her point though, I think it's alot tougher than ME1 because you have 6x as many squadmates (Five sans DLC); doesn't mean that ME1 was easier due to fewer quantity.
However, if you simply kill off someone because you don't like them, you can simply save somebody because you like them and ME2 definitely had its share of likeable chaacters.
I get your point though. As when it came to the second part of the SM, when it came time to assign someone to go with the rescued crew - many probably picked Jacob to do that. Not necessarily because he wasn't liked, but because he wasn't really suited for any part of the SM. Doesn't mean Shepard (or the player) valued him any less as for the most part, he did arrive safely with the crew, He did what he was asked to do and Shepard couldn't ask for anything more.
Now, that I have babbled, time to answer the question. If I had to leave someone behind ... it'd probably be whom I was most loyal to and likewise if I wanted to get the most emotional and sentimental vallue out of it.
Between Garrus and Miranda! (I know, I know!)
Both can handle the battlefield, but I'd feel much worse if Miranda died than Garrus as I know since ME1, Garrus has that "Never say die!" attitude. (Yes, he lost his whole squad, but I might lose my whole crew, too and tthis is on a ridiculously immeasurable scale compared to Garrus' in ME1) I'm not saying that I won't feel bad if Garrus were to die, but I'll know he did because of who he is! I'm certain Miranda has that same attitude, but it's different with her. (Don't ask me how)
However, Miranda's also been by my side throughout ME2, so chances are very high I'd take her and hopefully, we'll get through this thing together. "From beginning to end. Through thick and thin." (This could also be applied to Garrus). As I said, if she doesn't make it, I'll be devastated, but I'll be fighting for more than the galaxy and if I die, I did it for her (and Garrus)
Note: This is not lessening or magnifyng one's death over another - not in the sense that "I do/don't care either dies" because I do. I'll just take Miranda's death much harder than Garrus', but won't brush off his death either as both have been there for me and I, them. I'm sure they'll take my death pretty hard, too!

Beyond that, the characters of survival priority are Garrus, Jack, Ashley/Kaidan, and Grunt, and Liara.
Everyone else is expendable to me. I don't necessarily dislike them, I'm just willing to accept their losses.

I mean, I like the guy, and there are definitely characters I'd rather see die, but he's already terminal. Better off dying a noble, sacrificial death than a slow, drawn-out one in bed.
