I couldn't agree more. Virmire was only meaningful if you actually cared about both Ashley and Kaidan.
If I was a BioWare writer wanting to re-do the Virmire scenario, I think I'd choose Wrex vs Mordin. Make both of them important for later plotlines, so that there is a strategic component to the decision as well as an emotional one. I don't want a game that doesn't challenge me or emotionally engage me.
Choosing between two characters that I don't really feel that much connection to? Who cares .. eenie, meenie, miney, moe choice.
I would rather see it between my two favorites (excluding the love interest since that would always trump) which would make me STRUGGLE ... Example, escaping from a mission (like collector's base) and my two favorites are the last to try and board and as they run up I can only pull one aboard and see the other get left behind & killed by the husks. I would see the look in their eyes as they realize that they aren't going to make it and that Shepard (ME) chose to leave them there over the other person. As the shutttle moves away you see them being killed and hear the screams of your loved character along with them crying out your name in despair ...
That type of choice, no matter how many times I played it, would make me stop ,, walk away, struggle with the decision, curse at Bioware for even putting this in the game but also love that it had drawn me in and made me care about video characters. Care about the choices and actions of my Shepard.
Choices are my favorite characters based on the Shepard ...
Male Shepard (romanced Ash/Miranda): Liara & Tali
Female Shepard (romanced Liara): Wrex & Kaidan

My whole RPG logic on who to sacrifice was "Should I choose to save the person who both wanted to go on the suicide mission (Assault team) or to save the person who was at the most tactically important part of the plan to stop / delay Saren (The Nuke)? No Brainer for me.

Vega is the new guy so it makes no sense to put him on the chopping block as most people would probably throw him to the fire.
They made a mistake in my opinion putting Kaidan up against Ashley. Most players are male. Even the 20% who play femshep are probably mostly men. Men are going to instinctively save the woman and leave the guy to die. Wasn't even a hard choice. I hate when they say Kaidan is unpopular. He's not unpopular. He simply doesn't have a vagina so he died in most games.
It needs to be two guys or two girls.

I'm still bitter that because of Virmire I can't have Shepard/Kaidan/Ash as a squad in ME3.
So screw Virmire and anything similar.

Morinth only survives on one of my playthroughs, so technically, the most likely to be offed is Miranda. I neither like her, nor to I think she's important to a group of people in the same way as Mordin, Grunt (neither of which are favourites, but are important) or Legion. What with being perhaps the only conduit to the geth and one of my favourite characters, there's no way Legion is dying.

I would love to see some tough choices, though. Like, Mordin or Garrus: they are both prepared to die for the cause, they are both close to Shepard (I imagine Garrus as Shep's bro all the way, and Mordin is my favorite character, I never skip over his dialogue), and they both lived colorful lives. I think I would choose Mordin in this case simply because even in maximum 5 years he has left he'd probably do a lot of good, and on an enormous scale. Then again, long-standing friendship might overrule that...
I would also like to see some choices like "save the companion or save 15 people" or something like that. Or "save the companion or save the politically important figure that will get you help against the reapers."

Kaidan - ***already dead*** I actually kinda liked Kaidan, but I really didn't want another Carth hanging around.
Vega - FNG. They would have to make him REALLY likable to make me want to sacrifice an old hand instead.
Jacob - I don't hate him, and I kinda liked his dialogue, but he's useless in combat.
Thane - Never really cared for the character, and he's going to die anyway.
Legion - Love legion, but if he dies, his programs will be transmitted elsewhere and live on. No real loss.
Grunt - I've grown to like Grunt, but he's still no Wrex. Besides, I think he'd love to go out in a blaze of glory.
Zaeed - Enjoy the stories, but he's got fewer years ahead than behind. Not as tragic a loss.
Kasumi - Meh. Cool character, but I never became emotionally invested in her.
Miranda - Didn't much care for her at first, but she grew on me. I'd feel bad if she died without finding happiness.
Ashley - I like Ash, she's brutal but honest. Besides, sacrificing her would make Kaidan's death meaningless.
Mordin - It's Mordin. C'mon.
Jack - It would be truly tragic for her to die as she's finding peace. Besides... extremely powerful biotic.
Samara - Really clicked with my pure paragon character, also, extremely powerful biotic.
Garrus - Garrus Bro-karian, one of two who's been with you through everything. No way is he dying on my watch.
Liara - She sacrified almost everything to bring Shepard back, no way is she dying.
Tali - Do I really need a reason? It's Tali. Leaving her to die would be like punching a puppy.

Dig a little deeper.
To get back on topic, I don't support squadmate deaths like this. I want them to be heavily restricted in terms of player choice, much like Virmire... not like the Suicide Mission. And I'd like these situations to be meaningful, so I wouldn't want characters I don't much care about to get killed off.

Thane: He`s sick and dying anyway. Although I`d be glad to see him sit this one out and spend time with his son.
Grunt: If he went down fighting, seems like something he`d enjoy. Not because I dislike him.

Zaeed - I wish I could kill him on the Renegade path, but alas only happens if you go the paragon path after beating the game

Jacob - Because he's a dude?
Samara - She's already dead and her whole, "my daughter must die because she's a mutant", deal grates on my nerves
Everyone else I wouldn't want to see die.
I hate to see any female die, unless they are just not a nice person. But I don't see that in any of Mass Effect's female cast so...
Garrus/Grunt/Legion - although they are dudes, they got cool personalities. But in Legion's case he's just really funny

Mordin has the shortest cooldown of any squadmate with his evolved Cryo Blast. Incinerate speaks for itself, especially on husk missions. Additionally, his shields aren't bugged out like most other squadmates, meaning he reliably has higher shields than most other squadmates.

For instance say Virmire happened in 2.
We need someone to go with the Salarians so everybody but Kasumi should be available for selection sense she is a thief not a fighter.
Now someone needs to set the nuke so Mordin, Tali, Garrus, Ash, Legion, and Kasumi should be available to choose from
