Never is a strong word. Shepard seems to have been able to trust two of them well enough, and it's not like Krogan are completely shunned from society. They seem to be mostly feared, and until they can prove that they can control their expansion, you're probably right.

Of course, if the Volus moved away from the Turians, the Turians would lose their seat, not having any sort of commerce or economy.
