No one knows for sure, but I'm going to guess he's a temp squad mate.
In the backstory, he steps down from politics and goes back into military service, apparently.

I always wanted to fight with Anderson, he is one of my favourite characters so getting to see what made this man a Spectre candidate is something I've been waiting for, I just hope something varies depending on whether or he is Admiral/Counciller.

yeah it would suck if he died he was the only one with you through the whole game from the start except for your original squad

Anderson will have to be a temp, because a duo of Shepard AND Anderson is just too awesome, and the Reapers would flee in terror... hence a short game

He's a squadmember in the beginning. Most people think he either dies or stays behind to coordinate the resistance.

Hopefully he doesn't die. Staying behind to coordinate resistance would be rad, though.

And for dying part... You may search for "Anderson" and get a discussion of material published by ag.ru crossing fingers this is a fake

No, one of the live streams basically has Anderson giving a silent nod to Shepard before the Normandy takes off, implying he's staying on Earth.

They say he's a "placeholder". He's temporary. He looks damn cool with that hat that he wears
